"Police not allowed to be recruited from Special Fund." In reply transmitted yesterday to Your Lordship the following message.
"Creagh much wanted but pleased instruct him withdraw recruitment of Police interim arrangements being given."
I regret that I learned from Your Lordship's decision that the expense of recruiting required for the Toriel men could not be defrayed from the Special Fund. Notwithstanding having made further enquiries of the Captain Superintendent of Police, and having laid the matter before Council, I think there is no doubt of the advisability and necessity of procuring the recruits mentioned.
I trust, therefore, that my message will have been in time to enable Your Lordship to grant an extension of leave to Mr. Creagh, the Deputy Superintendent of Police, in order that the recruits selected by Gentlemen having experience of the Colony, and having an interest in obtaining such material as will reflect credit on the Force under his Officer, may be obtained.
